Don't process payload_attribute_mapping when it's blank

What does this MR do?

• Fixes #321101 (closed)
• Prevents from PG::NotNullViolation: ERROR: null value in column "payload_example" violates not-null constraint when the payload_example explicitly set to nil, which is bypasses the default value.
