Removed vestigial anchor links in dictionary.md

What does this MR do?

There were several HTML anchor links in doc/development/usage_ping/dictionary.md that were pointing to no-longer-existent anchors (they all had -starter-only and were possibly leftovers from the recent removal of the Starter/Core tier)
