Explain difference between experiment libs

What does this MR do?

Since it recently came up that it's not clear what is the difference between gitlab-experiment and Experimentation Module, this MR tries to give some clarity and slight suggestions when to use what.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
