Remove incorrectly added optional params from Project update params [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR removes incorrectly added issues_template and merge_requests_template from the optional_update_params_ee on CE. It should have no impact as https://gitlab.com/gitlab-org/gitlab/blob/eed2293c4692190579f7533f6d98be0bcb41742b/ee/lib/ee/api/helpers/projects_helpers.rb#L30 already defines these for EE and it shouldn't be included for CE.
