Remove Jira Issue username

What does this MR do?

Follow-up from #322638 (comment 525978416) and !55778 (merged).

There are two types of Jira systems: Jira Server (on-premise) and Jira Cloud. We don't have name in the Jira Cloud system or any other alternative which serves as username on our end.

The Jira Issue Detail page is under the jira_issues_show_integration feature flag, the fronted folks are working on this and not using username, so we can remove it.

This partially reverts 63082f24.
