Remove enable/disable FF section from User Cap docs

What does this MR do?

This MR removes the section about enabling/disabling the :admin_new_user_signups_cap feature flag from the docs.

Since the feature flag was already removed from the code, the section was removed before in !53793 (diffs) but was reintroduced after that MR (most likely by accident).

Related issues

No issue created, I noticed the section while looking at the docs to answer a question in #323191 (comment 527457318).

Author's checklist (required)
