What does this MR do?

This is a POC to learn how to replicate a PipelineArtifact with geo.

This epic illustrates well what's needed to be done here.

Proposal

Our plan is to follow the same approach the Terraform team did few months ago:

1. Create database changes necessary
2. Add replication logic
3. Implement verification logic
4. Enable replication by default if everything goes well
