Fix broken throughput label handbook links in Danger
What does this MR do?
Recent handbook changes (gitlab-com/www-gitlab-com!75933 (merged)) moved the Throughput label page, which now lives here, as well as renaming the terminology. This fixes links in Danger bot warnings that were broken by these changes.
