Fix upgrade banner for Jira issues showing on group / instance level integrations

What does this MR do?

Related to #324388 (closed)

We currently do not support setting up Jira issues integration on the group / instance level. This MR hides the section so the upgrade banner is not shown to users.

In the future, we might allow users to set up the Jira issues integration on the group / instance level and will need to decouple some of the fields from an actual project.
