Default on for VSA horizontal flow

What does this MR do?

As part of #246493 (closed), we now have enough functionality to default enable the horizontal navigation. This MR:

• defaults the value_stream_analytics_path_navigation feature flag to true
• Adds a link to a rollout issue for the feature flag (the feature flag was added before we had rollout issues)
