Remove feature flag secondary_usage_data_collection [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes the feature flag :secondary_usage_data_collection

This will enable the secondary cron job that will collect weekly data and add it to the geo node status, which then adds it to the usage ping sent from the primary.

Releases the following:

• !55701 (merged) - Add worker to collect secondary metrics
• !53888 (merged) - Add metric for git fetches

Related to also: !56147 (merged) - Add new metrics to geo node status (reported in usage_ping)

Rollout issue: #322628 (closed)
