Do not close modal when there are error messages
What does this MR do?
The pipeline security dashboard vulnerability modal shows an error when the dismiss button fails to make the API call. The error is visible for less than a second and then the modal closes. This MR fixes that bug and leaves the modal open when there are error messages.
