Revert HTTP connection adapter with proxy settings

What does this MR do?

This partially reverts !55406 (merged). We no longer need this as we are using the proxy settings via environment variables https://docs.gitlab.com/omnibus/settings/environment-variables.html#setting-custom-environment-variables.
