Add enqueueing of Onboarding Progress to the Invite Service

What does this MR do?

• Adds the Onboarding Progress in this service similar to CreateService
  • This aligns that and is part of a multi-step approach to align these Services code-wise.

We will live with some duplication in the code/test area for now until Step 3 of the Plan. This MR will concern itself with adding the onboarding progress piece only to the InviteService.
