Cache merge request diff version API [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Due to the Git's immutable nature, merge request diff versions stay the same. We can go ahead and cache them.

Even though the endpoint performs little work, it's quite popular: https://log.gprd.gitlab.net/goto/db958fb5504e4960a94b7a6bff5a3870, so by caching it we should improve things 👍
