WIP: Figuring out how/if we should share the schema_cache in connection pools

What does this MR do?

I haven't been able to prove this actually works when running rails-web since I can never get it to make multiple queries for the same table. I'm currently suspicious there is already some other caching elsewhere so this is unnecessary.
