Distinguish between cloud and non-cloud licenses

What does this MR do?

Part of https://gitlab.com/gitlab-org/gitlab/-/issues/325541

Currently all decryptable licenes are taken into account to build the license history. With the addition of Cloud Licenes we'll need to distinguish between the two. This is being done with having a param for cloud that defaults to false.

This change will be needed in !57382 (merged).
