Add an E2E test of PostReceive idempotency
Description of the test
E2E test to confirm that PostReceive is idempotent. See #18500 (closed)
This simple test will perform a push and check that only one event is created (see https://gitlab.com/gitlab-org/gitlab-ce/issues/33690 for a relevant bug report)
