Reduce Milestoneish::DISPLAY_ISSUES_LIMIT to 500
What does this MR do?
Reduces the limit of issues shown on milestone page to 500. The current limit (3000) was chosen as the lowest number capable of showing all issues in a gitlab-org milestone. However, this leads to a very slow page and a list of 3000 issues isn't all that usable to begin with. This MR reduces the limit to 500 as a stopgap DB load improvement until we can update the milestone page to match the iteration report page (and paginate/filter the issue lists).
