Prefer term 'recovery alert' for alert system notes

What does this MR do?

The MR updates the language used in the system note for recovery alerts.

This brings us a step closer to unifying all docs/strings in the app to use the term 'Recovery Alerts', which represents incoming alert notifications that indicate the issue has been resolved. This is the term the incident management industry generally uses.
