Ensure min lease timeout for batched migrations
What does this MR do?
Related to #326840 (closed)
Increase the timeout when acquiring an ExclusiveLease to run a batched background migration, and also sets a minimum lease timeout that will always be applied, even when running jobs with a short scheduling interval.
