Update UI text for Jenkins integration

What does this MR do?

Resolves #300605 (closed)

Updates the UI text in the Jenkins integration:

• Externalizes strings for internationalization
• Removes CI from the name (the application is called just Jenkins
• Makes the items clearer, adds help text (or moves it it out of the text field), and improves the placeholders.
