Add metrics to track failure reasons of pipelines and jobs

What does this MR do?

This MR is a retry. The previous MR (!57232 (merged)) was reverted (!58645 (merged)) because of a broken master problem (#326992 (closed)).

In this MR, differently, I removed memoizations based on Heinrich's comment
