Remove duplicated helper specs

What does this MR do?

This removes spec/helpers/projects/ci/pipeline_editor_helper_spec.rb, which is essentially a duplicate of spec/helpers/ci/pipeline_editor_helper_spec.rb.

Both spec files were added in !58953 (merged) and the unnecessary one was mistakenly left in the MR.
