Move metric definitions API endpoint docs to UsageData API resources page
What does this MR do?
Related to #323548 (closed). Suggested in !57270 (comment 539351346)
This moves GET /usage_data/metric_definitions API endpoint docs from the Usage Ping Guide to the new UsageData API resources page.
Some rewording of the existing docs was required to fit it in. I also made UsageDataQueries API docs more in line with the rest of the API docs.
