Move Snowplow docs to its own folder
What does this MR do?
Related to #325774 (closed)
In order to have more pages under the (new) Snowplow section in the docs, we need to turn this standalone file into a new folder.
From doc/development/snowplow.md to doc/development/snowplow/index.md.
