Geo - Remove YAML file for geo_snippet_repository_replication feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

The feature flag have been enabled and removed in GitLab %13.7, see #224168 (closed). This MR performs the cleanup removing the YAML file.
