Show archive notice on empty project
What does this MR do?
Shows "Archived project" notice if project is archived and repository is empty.
I noticed that when we archive a project with empty repo, we don't show "archived project" notice, like we do for normal project. It seems to me we simply forgot to do so because project with empty repository renders app/views/projects/empty
template while project with repository renders app/views/projects/show
.
