Clarify that a stage has to be added to run DAST in .gitlab-ci.yml

What does this MR do?

This MR adds a comment to DAST.latest.gitlab-ci.yml specifying that a dast stage must be included in the stages defined in .gitlab-ci.yml. It also adds a step to the documentation for setting up DAST using the DAST CI template that specifies that the dast stage must be added.
