Upgrade @gitlab/ui to v29.8.1

What does this MR do?

Integration branch for gitlab-ui!2151 (merged). Upgrades BootstrapVue to v2.15.0 and Bootstrap to v4.5.3.

Bootstrap had to be upgraded to v4.5.x as BootstrapVue now depends on it.

In BootstrapVue, BTable changed slightly and now wraps headings' cells content in DIVs, which broke a few specs in GitLab, hence the additional changes in this MR.

    • I have included a changelog entry. While smoke-testing this, I did not notice visual changes, but since this upgrades a frontend library we heavily rely on, I figured it would be sensible to add a changelog entry anyways.
