Initial message for blocked pipeline in MRs

Updates the messaging for one of the reasons why a merge might be blocked. Uses the new [current status] + [next steps] pattern.

  • Old: Pipeline blocked. The pipeline for this merge request requires a manual action to proceed
  • New: Merge blocked: fix the blocked pipeline to enable merge.
