Refresh cache on user for assigned open issues count after invalidation [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Immediately recalculate (via async worker) assigned open issue count for a user, so that we save request time on their next page load.

Feature flag assigned_open_issues_cache.
