Use wildcard path for CI includes

What does this MR do?

This MR uses the new feature of include:local with wildcard file paths.

The feature flag (ci_wildcard_file_paths) is enabled for gitlab-org/gitlab.

This MR is to show the availability of this feature. It depends on the decision of the team to use this feature in our .gitlab-ci.yml or not.
