Update files in CODEOWNERS for Container Security group

What does this MR do?

This MR adds new files related to ~"Category:Security Orchestration" to CODEOWNERS that falls under ~"group::container security" and updates the threat-management group to new groups for Protect: @gitlab-org/protect/container-security-backend and @gitlab-org/protect/container-security-backend
