Upgrade @gitlab/ui to v29.23.0

What does this MR do?

• Integration branch for gitlab-ui!2191 (merged)

Upgrades @gitlab/ui to v29.23.0 which includes a change to how GlButton renders link. Thus, some GlButton instances in GitLab had to be updated to bypass URL sanitization.
