Cache entities for MR API [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Caches the generated API entities on the MR API. This uses the default cache_context of including the current_user, due to some user-specific fields in returned Entities::UserBasic records.
