Remove the junit_pipeline_screenshots_view flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

The junit_pipeline_screenshots_view feature flag was added in %13.0 in anticipation for a screenshots tab to be created on the pipelines details page. That frontend work was sidelined, but we have no introduced a link to the attachment in the pipeline test report.

I have enabled this feature flag globally on .com. We can wait a few days to merge this while we monitor production to make sure there are no performance concerns.
