Only run Package Hunter on canonical MRs and fork MRs from 'gitlab-renovate-forks'

What does this MR do?

This limits Package Hunter to run on:

  • canonical MRs (including security ones) that updates yarn.lock (for new frontend dependencies)
  • fork MRs from 'gitlab-renovate-forks' that updates yarn.lock for frontend dependency updates
