Log when pipeline is rejected due to user not verified

What does this MR do?

Related to https://gitlab.com/gitlab-org/gitlab/-/issues/330113

When user's pipeline is rejected, log details in Kibana.

Changelog not added since the feature flag that enables this behaviour is still disabled.
