BulkImports: Refactoring BulkImports::Stage specs

What does this MR do?

Related to: #327207 (closed)

• Ensure to test only CE behavior on CE tests by checking inclusion instead of the whole configuration.
• Move the stage files to lib/bulk_imports/stage.rb (and the ee correspondent)
  • This enables us to use fast_spec_helper, which makes the tests run way faster.
