Update accessibility documentation

What does this MR do?

This MR updates the accessibility page with new headings and tooltips sections, and tweaks existing content.

https://sarahmhigley.com/writing/tooltips-in-wcag-21/ was reviewed, which suggests the tooltip should be on a button when adding it to static content like an icon.
