Fix spacing in blocks on the issuable sidebar [RUN ALL RSPEC] [RUN AS-IF-FOSS]
What does this MR do?
This MR addresses spacing inconsistencies in many of our sidebar blocks. There's probably some blocks missing, but it's a step in the right direction :).
Existing blocks use the .title class, but this MR uses equivalent utility classes to achieve the same result.
