Lowers the z-indexing of the pipeline drawer

What does this MR do?

This lowers the z-indexing of the pipeline drawer from 9999 to 3. This allows the dropdowns in the header to overlap the drawer and remain visible. It also prevents the dropshadow on the drawer bleeding onto the header. Please see the screenshots for more context.
