Replace Select2Select with GlDropdown

What does this MR do?

This MR replaces last instance of ugly Select2Select component and replaces it with "official" <GlDropdown>

How to test

• Open /projects/new#import_project
• Initiate GitHub import
• Check dropdowns for namespaces
