Deploy tokens cannot be used with the Packages API
What does this MR do?
In #5813 (comment 577221607), we discuss that you cannot use deploy tokens with the GitLab API. But it's confusing because you can for generic packages and there is misleading examples in the documentation. This MR attempts to clarify those confusions so that we can close #5813 (closed).
