Explicitly call out that contributions do not require product approval

What does this MR do?

This MR specifically notes that Product approval is not required for contributions. Currently it is not part of the Definition of Done, but some could have understood it to be implied.

This is being added now because some parts of GitLab specific, but also potentially contributions from the wider community, needed to engage with Product and receive approval prior to contributing a change/feature.
