Clean up intermediate state during data migration of project topics

What does this MR do?
In MR !61237 (merged), the MigrateProjectTaggingsContextFromTagsToTopics background migration was implemented to update the taggings of project topics. To ensure functionality during this background migration, some functions had to be overwritten.
This MR cleans up these additional functions required in the intermediate state during the migration. Therefore, this MR should be merged only after the MigrateProjectTaggingsContextFromTagsToTopics background migration is completed.
