Add a better label to `over_highlight_size_limit`

What does this MR do?

For #330894 (closed), we're trying to decide what the best file size limit is for syntax highlighting. I've already added a metric behind a feature flag in !61273 (merged), but it only had the source label "highlight".

This MR will change it so the label includes the current file size setting, which will make it a lot easier to chart.
