Enable time tracking quick actions only for issues and incidents

What does this MR do?

Add :time_tracking to allow-list of features by issue type.

This restricts usage of time tracking for newly added requirement issue type. Because this is an allow list test cases will also have time-tracking quick actions blocked, which is fine, because it is not expected to be supported.
