Add timeout for gitlab-elasticsearch-indexer

What does this MR do?

This MR uses newly added --timeout option to prevent gitlab-elasticsearch-indexer processes from running longer than the lock timeout in Gitlab::Elastic::Indexer.

Rollout plan

1. Add --timeout to gitlab-elasticsearch-indexer. (gitlab-elasticsearch-indexer!112 (merged))
2. Bump up gitlab-elasticsearch-indexer version to 2.12.0 (gitlab-elasticsearch-indexer!114 (merged))
3. (We're here) Use --timeout config option in Gitlab::Elastic::Indexer and update the indexer to the latest version
